Is this kino? Because there's something about the lack of morals in Vic that leaves me feeling hopeless.

A boy and his dog is weird as fuck even by 70s movie standards. It is worth watching just for the end though which is one of the best endings in movie history.

I haven't read the story, so I can't comment on how it stacks up. But the movie doesn't really have much of an Ellison tone to it, so I can see him maybe being thrown off by that.
Some scenes just got to me, though. Vic watching a woman get gangraped and murdered, then turning to the dog and going, "Aw man, they could've used her three or four more times." It sounds a bit edgelord I suppose, but it's pretty fucked nonetheless.
Everyone he meets just tries to fuck him over, and he does the same. Lots of bad shit happening, really.
