It's kind of like pitting someone who shoots solar radiation against Superman and then being mad when they gets rekt.
And comics work on a much higher level them most other media, so the characters that are extremely underpowered there seem like gods outside of them. Example, Bullseye is a pretty decent street level guy, he's tough but he can't hang with the top tiers like Cap, now put him in something like Black Lagoon or Jormungand and he solos everyone with a pack of toothpicks. Anyway, you put Mustang against the worst guy possible discounting anyone completely out of his league like Hulk etc.

Good point, maybe it's the thick plot armor that turns me off. Some evil organization wants to take over the world or whatever, yet this completely mortal dude who can control fire might pose a threat in the coming battle, seems like a good idea to assassinate him beforehand, or bring counter measures (multiple, in case one fails) and take him out.
And maybe I'm thinking of those top tier dudes when I made my wild assumptions. How is The Hulk even a thing? Isn't he invincible? He just has to get mad? You'd think with the proper training he could just full power in a second if he could just control it
