Just watched this again. If anyone had him on the ropes it was Qui-Gon right before the energy barrier stole all his momentum. I think Darth Maul was legitimately the best with a lightsaber of them, holding off both their attacks early on with ease. You need midichlorians to 'enable' your Force use but you don't need them to continue said Force use because they just set your starting power level. In theory, Sheev could have all the midichlorians drained from him and he could still use the Force just as fine as he did before, because the Force power knowledge is in his brain, not in his blood cells and it's established that the Force is pretty much in the mind.
