I always post these two in threads like these but two classic film noir which fly relatively under the radar are DOA and The Big Clock. They're not obscure by any means but they're just two that generally don't get mentioned as much as some of the others. They make a great double feature.

I'd say it has to have some American element.The Third Man has American actors and characters and concerns an "innocent" American in Europe where things aren't so clear cut.

I'd say films from the classic noir period are what I think of as noir, but there are other films made later or earlier or in places other than Hollywood that have elements of noir which I wouldn't call noir. Maybe euro-noir, neo-noir, etc.

I don't understand this mentality of trying to make genres narrow, they're inherently loose and fluid. This bitching over minor conventions is so incessant and autistic. For every noir convention you can claim is "necessary" to be considered noir you can EASILY find a film generally accepted as noir that doesn't have or follow it to the letter.

Only thing more obnoxious are hard sci fi fans that claim anything that isn't scientifically accurate belongs in the fantasy genre.

Los Olvidados is as dark as The Night of the Hunter, even darker because it is realistic, features crime, is in b&w, is from the golden era of noir but nobody considers it noir. The Night of the Hunter is a gothic expressionistic fairytale with no moral ambiguity, mostly in a non-urban setting, with no femme fatale and many other noir tropes that for some reason has been grouped with the noirs, wrongly in my opinion.
