By this point you should be able to tell the difference between 'Moffat when he isn't trying' and 'Moffat when he actually is trying'. He publishes enough of his quickly-shat-out-sketch material and audition pieces that you notice they fall into the former.
That scene was totally autopilot Moffat. We can reliably take away that she is going to be the goofy one with an afro, but we can also safely assume she will get decent gags at some point.
