Yes, in the movie, he stops one, but isn't fast enough to stop the other. It nukes the San Andreas fault, triggering earthquakes and floods across the western U.S. Superman flies around in Super-first-responder mode dealing with the consequences, culminating in him flying down into the fault and stopping the quakes, but while he's doing that, Lois's car gets caught and buried in a rock slide and she dies.
Supes basically "reverses time" far enough to save Lois, but nothing else.

Superman walking into the Senate hearing followed by the building exploding, then him flying off without a word would make a good "last straw" situation Lex could leverage to make the government fund/support his Superman countermeasures, instead of what we currently have where a random unnamed senator is able to give him unlimited, unrestricted, and unsupervised access to an alien spacecraft and indestructible alien corpse, the sort of thing the government would have under lock and key, constantly surveyed, and moved to another location the instant the events of Man of Steel ended, something said nameless senator gives to Luthor without asking for anything in return, despite his opening being "I think we can help each other out."
Also, at first just show what the world saw happened: Superman is called out to the senate hearing, arrives, and then the building suddenly explodes with Superman flying out a minute later to make it ambiguous as to what actually happened.
Maybe just first see the incident where Bruce is watching, he's talking with Alfred, then the bombing happens, and Bruce jumps to the conclusion that Superman destroyed the building. Then he can, one way or another, get footage of the event or find out what really happened later, and that's when we see the full Senate Hearing scene.

Even the words that appear on-screen in Zod's broadcast are interesting, as they're evocative of another movie from long ago. I think maybe this is Snyder telling his audience to expect something a bit different than your typical cape movie.
He's telling us to expect science fiction. A lot of what's happening in BvS is what Jonathan Kent anticipated about how people would react to the knowledge of Clark's existence and is the answer to Perry White's question to Lois: "Do you know how people would react if they knew someone like this was out there?"
BvS deals with that reaction.
