That could work, the Eagles could fly them straight there and everything would be fine. Except Isengard is still a huge problem, Minas Tirath would still have a corrupt leader, and Rohan would still be under the influence of Worm Tongue.

The eagles are raised to higher power by the Valar in valinor by Manwe. They served him as scouts in the first age to update him on news in Middle Earth.

In the second age the Numenorians (men) offended the Valar and the Numenorians became hostile to Valar and thus the Eagles who stopped mingling with Men at that point and chose a more distant role.

Gandalf is a Maier or servent of Valinor so they are willing to help him out but hold reservations with regards to men (who shoot arrows at them) which is a reference to the second age.

The eagles are simply eagles though raised to higher intelligence levels. They are vulnerable to arrows and obviously ring wraiths and Sauron himself.

They, being servents of the valar, like the mair, had the rule to let middle earth sort out its own problems, but could provided a guiding role. So the eagles were willing to share scouting information with Gandalf and Elrond, both ancient beings since the first age.

The eagles could not simply fly in to morder and perform the task of the mortals because it was their sin and their task to solve.

It takes Frodo and Sam a couple of weeks or so to get to Mount Doom, and in the Hobbit the eagles can't carry the dwarves farther than a few kilometres from their eyrie, so it's almost certain that the eagles would have to stop to rest while travelling through Mordor, and as soon as they landed they would be fucked by a horde of orcs.

Why didn't Gondor develop gunpowder or undergo an industrial revolution?

Why didn't they just develop advanced rocketry and then use an ICBM to send the ring into Mt. Doom from above?

The ultimate answer is that it wouldn't be a good story. Also, they probably didn't think about it.
