Are there any horror movies akin to Jacobs Ladder?
What I mean is movies with a sense of dread and confusion through them where the horror is psychological not the OOGA-BOOGA cheap jump scares that most horror movies rely on.
I think the closest I've found is Session 9 but nothing else really comes to mind. Maybe you guys can help me out.
TL:DR I want mind fuck/psychological horror, not jumpscare horror.
Bonus: Good video talking about the themes and plot devices in Jacobs Ladder:

The Witch, just out and its pretty huge on dread but no jumpscares. Not so much confusion though, the film is pretty straight-faced.

What is Jacobs ladder about?

A little bit of everything. Heaven, Hell, demons, hints of MKULTRA, black-bag testing of the effects of LSD, and those are only the things I can talk about without spoiling it.

Try something by Kiyoshi Kurosawa. Pulse (Kairo) and Cure are really good.
Pulse is probably more like Jacobs Ladder out of the two.
Lost Highway by Lynch might be something for you, it's weirder but also mindfuck/psychological horror I think.
