Probably a TV show like Netflix DD with an atmosphere in between with that and 24 could work better than a standalone superheroes movie. He's an interesting character for a long story arc, not really for a "there's a big bad guy, pls Winter Soldier help us"

The third Cap movie should have primarily been out Cap and Bucky, with some Iron Man and Black Panther. The rest of the cast were not needed at all. They should have saved a Civil War movie for a two parter with everyone including Hulk and Thor.
