Depends very much on the state and local laws. In California, the building standards are pretty strict because of how tectonically active the region is. Still it isn't perfect because developers will sometimes build on area when it hasn't been geologically assessed or they'll tie up the assessment for years and build in the meantime. Then there also legacy buildings that aren't mandated to updated depending on the county/city laws. Those are becoming less and less common though as old buildings are phased out from just wear and tear.

Militarized Police are more of a new thing. Killdozer happened a while ago and in a small area, so the local police didn't have much reason to be armed to counter a bulletproof bulldozer. Not exactly the kind of thing you expect to happen.

American in israel here, worked on D-9 dozers which are the Israeli preferred armored dozer in use today. This dozer looked to be about the same size, so I pulled up the specs on both of them. The one on the left is the specs of a Komatsu D355A which the guy armored himself and used to rampage. The right is a D-9. The D-9 is more powerful, while the komatsu is slightly longer, but not necessarily larger. Essentially this thing is nearly a military strength dozer. The D-9 could pull 71.6 tons, and having seen that in action, you'd have more trouble finding something that that thing couldn't knock down than something that it could. Basically, this Komatsu D355A is a powerhouse, and is essentially unstoppable in an urban area, particularly when given hommade armor like that.

It's because it's attached to a bulldozer engine. Ideally, that or a mining dump truck would be what you would make a tank out of. You have a powerful engine that can easily haul a lot of weight, allowing you to throw on thick and heavy armor plating. This guy knew what he was doing.
