Depends very much on the state and local laws. In California, the building standards are pretty strict because of how tectonically active the region is. Still it isn't perfect because developers will sometimes build on area when it hasn't been geologically assessed or they'll tie up the assessment for years and build in the meantime. The one on the left is the specs of a Komatsu D355A which the guy armored himself and used to rampage. The right is a D-9.
