The irony is that small towns tend to be some of the most corrupt and lawless places in America.

They're the first to get involved in trafficking rings due to minimal federal oversight and difficulty in investigating once the whole community becomes complicit.

In a small town, there is at least the possibility that the few men in charge can be of good moral character. If the entire law in the town is just 3 people, you put 3 of the right people in those positions, and you have something.

In a large city, there are too many people involved, with each position of power meaning a higher possibility of corruption.

Kek, there was some backwater shithole here in the US earlier this year I think that elected it's first female councilwoman. The entirety of the local government then proceeded to quit right on the spot. It was a small town of like 600 people so the entire town government was like 7 people. All family. Mayor, sheriff, treasurer, clerk, and the sanitation chief and a couple of aides. The lady got elected sanitation chief and she ended up getting left holding the bag for a broke town while half that family skipped town with hundreds of thousands in embezzled money.

Wrong. Bigger cities mean more official channels, due process and procedures. Occasionally some people will slip through the cracks but the system doesn't allow for it to become endemic. Eventually corruption is exposed and there are scandals.

This is different from small communities where people will just let people off because everyone knows everyone so pedophilia and drug groups are allowed to operate for years without ever being found out.

Usually because all it takes is paying off/forcing out whatever little law enforcement there is. Or if people have known each other for years, it's enough to just not want to break up the community over busting someone for raping their daughter or keeping Laotian sex slaves.

That means a very different thing in a small town. Being "of good moral character" basically means looking out for your own.

Which means bailing out the people you know and like, even when they rob or murder someone from out of town.

Surprisingly this. I lived in a small town that had the same cop for nearly 20 years and he was a legend. Literally ran vagrants and drug fiends out of town with threats of violence and kept the place running like pleasantville.
He retired and a fat lazy city cop took his place and the place went to shit nearly overnight and now is infested of meth heads and deadbeats.
