his plan was fluid and could adapt as things changed. it wasnt some masterplan where everything had to go right. if hte russian at start had given him the info he needed, he wouldnt have had to do anything else. russian didnt, so he used the info from the book and decided to flush out winter soldier by framing him for something big and then proceeded to use the trigger words to activate him to find out what he needed. found out about russian base and went there knowing hed be followed, either by cap or bucky or iron man or whoever. he didnt need all 3. if only cap came, he gets captured and tells iron man about shit that went down and iron man fucks bucky up and cap has to fight him. if only iron man comes to russia, he tells him about bucky and he eventually fucks bucky up for it and cap has to stop him. if he kills bucky, cap definitely going to come after tony.
it was film convience that all 3 came to russia at same time, but none of it really mattered in the end. iron man finds out bucky kills his parents and turns on cap for helping bucky and hiding the info and tears avengers apart. thats all that mattered and would succeed whether bucky lived after the escape or not and succeeds regardless of who followed him to russia. he got the recording at the base and would turn it and the knowledge of it over to government and iron man at some point after being captured or reveal it to them if they came.
stop acting like its all contrived and goes his way. it actually sucks for him that he had to go through so many hoops to get to the recording and full details to reveal it.
this isnt on the scale of joker in tdk where he relies on stupidity of everyone involved and perfect timings for bus schedules and no one reporting it and even planning for the faked death of a police chief and captains not checked ballast on boats filled with thousnads of tonnes of gasoline barrels on top of max capacity thousand+ people fleeing a city.

I misunderstood when you said Bucky only talked about Siberia. Bucky doesn't remember everything he does while mind controlled. If he had told captain about it, it wouldn't have changed anything, Captain didn't want tell tony the winter soldier killed his parents in the first place

no but he would have suspected zemo's intention, he would have researched what happened in the mission, and talked to tony about it before zemo could show him the vid.
also if bucky got caught and is in prison, there would be no fight even if tony saw the vid.
