Accurate except he says "no over penetration." Which is baffling since if you were using a .50 cal weapon you would presumably be after stopping power and not concerned about safety.

Over penetration is exactly about stopping power, or the lack thereof. You want a boolit to remian in the flesh, preferably yaw and fragment. Over penetration will do less permanent damage, nothing about safety at all.
