Did you forget that Lex organised this hearing and thus he would never want to give Superman a chance to speak, just set him up to look bad - if god is all powerful, he cannot be all good.
Did you forget how this then goes to Superman talking to Lois saying how he was afraid he didn't see it because he wasn't looking - he's still learning what it means to be a hero for christ sakes.
And then all this blame was put on him which is actually foreshadowed at the start of the movie when Lois tells that African guy that she didnt know the dude was CIA, and he replies with 'ignorance is not innocence'.
