Ironically, he too is using the common people to further his own gains, even if his goal is to basically fight back against the lords who have devastated the realm with their wars, to which the common people are the main victim.
I think he has a plan though, what he will do once he topples down Cersei is another question. I honestly hope something radical happens this season, like Cersei actually losing her trial and being executed. THAT would be something spectacular. You will notice a significant difference between his dialogue in season 6 and his dialogue in season 1. In season 1 he conveyed meaningful dialogue through quips.
