In Germany, you can send a cease&desist letter to anyone for anything _and_ make them pay for your lawyer fees for writing said letter.
So the film/show distributor is in cahoots with some specialized law firms and IT companies who collect seeding IPs and churn out literally hundreds of thousands of c&d letters after getting the addresses from the ISP.
The ISP has to retain all IP information for at least 6 months.
A typical c&d for a show/movie will cost you somewhere between 750 and 1250€, if you chose to pay.
A valid strategy to counter the c&d is to send them back a modified c&d letter where you promise not to share that movie/show again but refuse to pay any money. The law firms are after a quick buck, so they tend to ignore you from then on. After three years the case becomes time-barred.

The music industry bitched and moaned about file sharing and how its killing music. It was actually the best thing to happen to music. There are so many new artist out there now. They dont need a record deal they can just throw some shit up on sound cloud or youtube.
