No, creating a black hero was always the outright intention. A prominent Southern comics distributor had long blocked the introduction of black protagonists by refusing to carry any such book, but that man either retired or passed away and Kirby and Lee saw an opportunity. The working concept of the character was called "Coal Tiger", a name later applied to the MC2 (future Marvel) son of T'Challa.
