Because the old way of the Jedi had failed. Yoda talks about this in AotC, the Jedi had become too arrogant and overconfident, even Yoda is too cocky when he faces Sidious and loses because of it. The Sith had changed, while the Jedi had not. This had to change, so they let the twins grow up and bring their own fresh perspective on things. Besides, Dagaboah was too strong in the dark side for children to live on.

The Jedi had become a weird cult of people who had fallen for their own ideology and believed to have conquered emotion when Anakin, an intensely emotional young man comes into their training. None of them know what the fuck to do with him. And he ends up destroying them, then the Jedi learn that they did not have the kind of control they believed to have, that their ways were flawed.
Yoda's Dagobah vacation was all about meditating and communing with Qui-Gon's ghost to figure out exactly where and how the Jedi went wrong, preparing to use this info to change the next generation of the order. This is why Luke was taught to love, why he was taught to confront his emotions rather than meditating them away.
Yoda expresses great uncertainty as Luke leaves in part because he does not know if this new training, the new myth of the metals he's created, is going to be a good one.
