Okay, well obviously he wouldn't have had the exact same personality as Neville given different upbringings, but consider how similar they start out. Neville's grandmother is a bitch, the Dursleys are cunts. Both had prodigious, famous parents who are now effectively gone. They both get sorted into Gryffindor, neither is anything special in terms of magical ability or knowledge.
The big difference? Harry is the chosen one and The Boy Who Lived while Neville is some literally who. As a result of his status, Harry gets thrust into all these adventures and shenanigans while Neville is just kind of sitting in the background. You can't say that distinction wouldn't have had a big impact on how they turned out over the series. Then at the end you find out it easily could have been Neville instead of Harry. Yes, technically speaking that would have changed the circumstances of how they were raised and maybe they wouldn't have been so similar at the beginning, but I think it's clear enough that Neville is intended as a "here's what Harry could have been if he wasn't The Boy Who Lived".
