Robert's claim was by right of conquest, not by his paternal grandmother. All that served to do was to help ease the process of him being crowned. He still would have been crowned if he had 0 targ blood.
He had the support of 4 of the seven kingdoms + his own Stormlands and would have gotten the throne regardless of his drop of Targ blood.
Robert's heirs would be his children, and seeing as he had none, Stannis was his one true heir, and then Renly after him.
House Targaryen was exiled from the realm by King Robert and lost all their lands, and no longer have any legal claim to the Iron Throne according to Westerosi laws. If Stannis were to die, and Renly died, Robert's heir wouldn't exist and a great council would be held to determine the next king. That could be literally any of the high lords at court.
The technical heir to Stannis (after Shireen) would be Lomas Estermont, but succession of kings isn't done via cousins or uncles from outside of their own houses.

What would be the point of a great council when there's no viable options left? No one is going to name Stannis and most don't know where Edric Storm is or wouldn't want a legitimized bastard on the throne either. Only Willas or Garlan Tyrell would be possible candidates and only with their shady successions through Margaery's marriage with Tommen, but the south would need to gain support of almost the whole realm. The throne is going to be taken by force by the next one and we all know who it is.
