Honestly, I think so. While Tobey's Spidey was certainly better written than Garfield's, I think Garfield was the better actor. And Holland is the best in both regards.

Holland is easily the best, though he also has the best material to work with and isn't crying in all his scenes. Anyone who says otherwise either didn't see civil war or just wants to stand out on an anonymous image board

Tobey made a better Peter, Garfield made a better spiderman (since he's more confident and outgoing with the mask). I liked Holland in Civil War, he brought something different to the table that still seems believable for a kid his age. I'm keen for the reboot so I can actually decide.
