That being said, there's a bit of a hypocrisy because generally if, say, Spider-Man gets a new actor and a new director, we call that a reboot. Technically, though, it'd just be another adaptation, the same as Dredd.
The important thing is consistency, otherwise the terms are meaningless.
Dredd is a bit of a difficult one to call, but it's not based at all on Judge Dredd, it's based on the comics. So I'd personally say that Dredd is not a remake, but an adaptation.

I haven't actually seen the Lundgren Punisher or the Stevenson one so I can't expertly comment but just going off what I'm reading online I'd say that all three are adaptations, and the third is erroneously referred to as a reboot. Even calling it a remake would be more acceptable than calling it a reboot, because the prior canon only had one entry.
I'd say it's the same as Dredd. They are three unique adaptations and while I wouldn't stand up and call someone an idiot for saying they're remakes, I also don't think that remake or reboot is the correct term to use here.
