Brienne's chapters suck only from a narrative standpoint, her "quest" is boring and there's literally no tension since the reader knows exactly what's happening with Arya and Sansa.
Still, the chapters are good from a world-building perspective. They let the reader see how the war has affected different types of people in Westeros, and also introduce some interesting characters like Septon Meribald and the Elder Brother, as well as Hyle Hunt and Randyll Tarly. It's also a nice parallel to the Dunk and Egg series if you've read them
