The Riddler will provide some crucial evidence.
Harley will hinder Bat's plans somehow and make 2 or more villains fight Battfleck.
The scarecrow will rape Battfleck in Arkham Asylum

Actually the transition from Asylum to City was criticized for exactly this reason, they crammed too many villains into the sequel and few of them were worthwhile.

All Batman movies have multiple villains
Sounds exactly like what super hero movies should be doing. Fuck this decision on having to have a main villain. Super heroes in animations thrived on being able to do villain of the week episodes. It worked. It built a world around them. Movies should move past a main villain and have a bunch of minor villains and maybe a major battle against one of their arch nemesis.
Imagine a Spidey movie where he actually took down random mooks, fought Vulture, then Rhino and Sandman in the finale. Why is it so hard for the studios to just make a feel-good action movie? That's exactly the type of movies super heroes should have.
