Making spur of the moment one-second decisions.
Bad at planning.
Doesn't follow through with commitments.
Poor working memory.
Many half-finished projects -- nothing ever gets done.
Easily distracted.
She has Attention Deficit Disorder.
Now this doesn't mean she's dumb. ADHD doesn't affect intelligence, it affects executive functions. Basically, she lacks the ability to self-monitor and self-correct in any meaningful way.
The good news is that people with ADHD often do well once they get into a position of power where they can delegate organizational and administrative tasks to underlings and advisers. While their condition hampers their ability to stay organized and on-task, it does give them a unique problem-solving abilities, as they have a built-in perspective 'outside-the-box'.
It makes them good leaders and shitty followers.

It works in the books because she's like this 14 year old girl queen who has zero life experience and is thrust into positions of extreme power (ownership of living weapons of mass destruction, claim to an empire), and tries to figure it out while constantly fucking everything up along the way because she's still basically just a kid.
In the show they cast someone in their mid-20's but didn't alter the plot, so you end up with a grown ass woman making the same decisions a child would make. It makes it difficult to empathize with her in the show because you see her doing things a 14-year old would do and you almost wonder if she's some kind of hyper-autist or something.
