Ramsey IS USELESS as a commander and soldier (Roose did praise his strength but Ramsey lacked formal training since his only sparing partner was Reek) but Roose keep him because he needed some way to legalize his rule of the north by marring him to fake Arya and also to have him as a mad dog that will protect him from the other house that are basically trying to undermine the Bolton.
Not all political tools are useful in the same way, in the case of Ramsey is only for the facade of a unified North, and even in this scenario of needing Ramsey alive Roose is smart enough to have most of "Ramsey's men" spying on him.

This isn't true, Ramsay was able to beat down Ser Rodrik's force with his Dreadfort troops outnumbered 3 to 1. Granted he ambushed the enemy who thought they were allies but the point is that Ramsay is rather skilled at ambushes, intrigue and using violence in clever ways.

The way I read that was as such:
