It was a segment he did on Charlie Brooker's Wipe show. It was a rant about the Grand National (famous horse race in the UK) and Brooker introduced him by saying: 'The Grand National, an event which does for horses what a horse killing machine also does for horses'
It's not the world's funniest joke, but it is definitely a joke. He plays with the common set-up of 'a is to b as c is to d' that comedians often use, and using a horse in both scenarios and a nonsensical 'horse-killing machine' subverts expectations. It's a joke.
But more importantly, it preassumes that you know what the Grand National is, and uses the absurdity of the event to make a new joke.
Doug Stanhope on the other hand, just relies exclusively on the inherent absurdity of the Grand National to get his laughs. He reminds the audience over and over of how horses die and does little impressions of people shooting horses in the head. He does not make anything that could be called a joke. Every word that comes out of his mouth is made redundant by the fact that his introduction assumed that people already knew exactly what he was describing. Observational comedians aren't funny, they just remind you of things you already know and take credit for the laughs.

Yeah, this is the main flaw in observational comedy, and why I think it is dying, or at least should start dying. Comedians don't really tell jokes anymore. They just ramble on about some shit and rely on humorous moments of an anecdote to get laughs. There's not really punchlines anymore. Whatever the joke is usually trails off as the comedian delves into another rant/obvservation. The Dethkomedy episode of Metalocalypse summed it pretty well, when they introduced the first comedian they see at a comedy club doing his act and it's basically, "Hey, remember snorks? Haha, snorks. Remember that?" and that's basically all they're saying.

Anyway Doug is my favorite comedian but he's not the best working today. Dave Attell's favorite comedian is Stanhope, said that himself on a podcast awhile ago. I think he said it was because doug doesn't pander to the crowd regardless of the atmosphere. How he himself cant even do that and is prone to compromising his material for certain crowds.
