The first part of your recap is correct. When someone says someone is not funny they are correct as far as it pertains to their own self.
Not sure about the learning disability bit, that does not make much sense.
There have been a few I remember being very fucking funny in the old comedy central presents from the mid 2000s but they faded into obscurity soon after.
Shame because I cant remember their names but I remember getting a few really good laughs in. Shame that the ones that become big tend to not be able to get the same reaction from me. But I do know there are some really funny ones which gives me hope that one will pop up again and actually become really big.

I think its that most comedians come from a dark place. The jokes at their core come from not fitting in and social rejection. The comedy is a way to cope with all the depression. Women will never know the male perspective of getting rejected most times, having no one to white knight any emotional issue, or really being alone. Any woman who marginally takes care of herself will have 5 guys talk to her and ten guys too shy to talk to her. So their comedy is "comedy" without the tragedy undertones, it will never be as good as male comedy

Went to a comedy show at a bar the other day here in LA and saw one of the writers for Fresh off the Boat do a set. She was fucking hilarious.
I think the problem is 1. Most big mainstream comedians in general, whatever gender, aren't that funny and 2. /tv/ doesn't know about the less mainstream comedians who are actually funny.
