It's not Ezra Miller because it's not The Flash. This was the biggest misconception in the whole movie. This guy is actually Jason Todd. At the beginning and the end of this particular scene, you can se the Arkham Knight visor/helmet thing over the Jason's face, and it even opens and closes like in Batman: Arkham Knight. I personally believe that the events that take place in BvS are after Batman: Arkham Knight because at the end of the game, Jason Todd/Red Hood/Arkham Knight did help Batman Escape Scarecrow's restraint and ultimately helped Batman defeat Scarecrow, so clearly they are on good terms in BvS and Jason Todd is trying to warn Batman at this point in the movie about Darkseid (JLA foreshadowing).
