The premise of this series is that wars have broken out in countries around Japan and it took in lots of refugees in concentration camps. Both the refugees and Japanese nationals use cybernetic tech to upgrade their bodies and brains.
Then a kind of virus or worm is spread on the media, so that some people are caught in a hero or martyr fever. These people who have no ties with organizations begin to carry out seemingly terrorist attacks.
I don't know if this is a good story to be adapted into a movie now with the European refugee crisis raging on.

He was an outsider and just wanted to prove how much smarter he was than everyone else. Add his deformity, he was a bitter nerd that wanted revenge on a society that didn't appreciate him enough because he didn't get the praise he deserved. Of course he wasn't worried about getting glory, because he didn't want the praise of the society that scorned him. Hence, him siding with the Americans, who would appreicate him. The "shangri-la" motivation doesn't seem like something exclusive to japan since cheap labor utilization for the benefit of an ingroup is a common economic strategy in a lot of populations, what would make more sense to me is something akin to reclaiming its lost military capabilities to rebuild the empire of japan.
