They do adress it. In this movie Steve talks about how he knew Howard and he was a good man. Tony then says that he knew that, because Howard kept talking about Captain America all the damn time, presumably it was a constant reminder to young Tony that he's not as great as him.
And of coursein the final battle after being defeated, Tony says that the shield doesn't belong to Steve, it's his father's shield. Steve then leaves the shield there and walks away.

yeah, I feel that most characters positions were well established and there was some good development. Cap, Iron Man and Black Panther were all given good motivation and their actors gave some good performances (by the standards of capeshit)
