He said by the time they reached the 3rd trilogy you were going to meet the ultimate villain, the one who was behind it all. This includes the rise of Palpatine and the Empire. George Lucas himself repeated this statement in a few interviews back in the day.
Now it's clear that Disney has not abandoned this idea, and Snoke is the "ultimate" bad guy behind the entire 9 film saga.
