Both. As are most non-proselytizing religions. You're not really going to find Hindus who aren't Indian (Sri Lankan, Pakistani, etc.) for a similar reason, or Shintoists who aren't Japanese for the same reason. It's just that since the Jews have been very migratory over the millennia they live everywhere instead of just having one nation with an indigenous religion (which they do now in Israel, but damage done so to speak).
