I think it was just timing and location.
I grew up in the area where he was tagged the East Area Rapist and the bulk of his victims homes were in the $$$$$$$ area that borders the American River. That side of the river has a paved bike trail that runs from one end of town to the other. Super easy get away for miles if you need to and that's the hardest thing to do after any crime.
Late 70s to early 80s was also a time of pretty low tech across the board. I mean now? They could fly a chopper over the area and thermal track anything. Home security cams are cheap and all over the place.

The san fransisco police department can close this case by checking the DNA of the zodiac killer and the accused but somehow when the author notifies them about the piling evidence and the DNA, the department closes the 35 year old case one week later before conducting the DNA test. The lead detective responsible, supposed to do this shit, retires and it turns out that he's married to the accused's former wife.
