No one ever said its deep and meaningful. Its based on comic books about a superhero who primarily fights supervillains who work for Hydra, I dont know what expecations you had exactly. The pacing and tone of some scenes is similar to thrillers of the 70s, thats the intention and it comes off that way in a lot of parts while still having bombastic action and costumes.
