Think of it more along the lines of like how Korean women undergo heavy plastic surgery to be more neotenous. I.e., specific imperfections they want to fix, while still keeping a specific ethnicity.
Same story with Kusanagi, just also more full body augments, hair and eye colors. Jumping ethnicities is still a crazy idea there, as even though you change things here and there, people want to keep some sense of where they came from visually, as well as recognizing oneself.
