The whole Hulk movie thing is weird. I think Universal still own some rights to it because of the 2003 film, so can delay and veto anything Marvel tries to do with the character, especially since Hulk was the most popular character in The Avengers and would likely make a lot of money.

Ultron final fight was really shitty, in fact all the way they handled ultron after like the first 30 minutes was pretty underwhelming. Also the whole half hour of hawkeye wifey and house was unnecessary, I mean if they really wanted to put that on the movie, they should have at least make it shorter.

Ultron steals the scepter at the start of the movie, and it remains with him until the Avengers steal Vision from Ultron in South Korea.
The scepter was confiscated by SHIELD after the events of Avengers 1.
SHIELD was really HYDRA, so the scepter ended up with von Strucker after HYDRA took control of SHIELD.
