There are movies from the 30s that do a better job than that, it really is a bit embarrassing. To be honest I never much liked LOTR's effects in general, they are very over-done and obvious yet played up for "epic" effect. Not as bad as Jackson's King Kong though.
FOTR should've won the oscar. Of course, Return won it on meme value and if FOTR came out last it would've won too.
