Wrong, it makes sense. That wreckage would be a disjointed mess of body parts strewn over an idea. Identifying exactly which DNA belonged with which bodies would be an impossibility. Given that, filling a corpse's circulatory system with blood would be an effective way to place that person at the scene.

DNA testing is exactly how they identified the remains in the MH-17 crash. And that one actually exploded in midair, so the bodies were a lot more fucked up than you'd expect those in CIA's plane to be.

The real plothole here is that the flightplan actually listed all three of the big guys, and that Bane clearly knew or at least suspected this.

The flight plan
What does it mean?
Is it the master plan of CIA?

The Flight Plan stands in direct dichotomy with Bane's Master Plan. The two can be seen as the two sides of Yin and Yang.
The religious significance of the relationship between the Flight Plan and the Master Plan is not fully understood. Some speculate an antithetical Yin-Yang relationship, while others view them as parallel branches of Big Guy philosophy.

Or is the flight plan a set of ideals, values espoused by those in charge? Perhaps the plan had greater meaning and significance than we know?
Is CIA who he claims to be? Is he the entire organization, represented by one man? Or is he merely a pawn of a greater scheme, a master plan of sorts?

Perhaps the contrast between the neutral tones present in the clothing covering his lower half, and the darker, more assertive colours in the upper half are symbolic. It may be that CIA extends his fingers through his belt loops as a way of connecting the two halves of clothing.

This represents the duality of man, and how CIA is torn between his dual identities; Bill Wilson and CIA.

His akimbo arms also lend him a larger frontal appearance. Perhaps he wishes the be the man of large stature he so readily declares others as? His scathing manner toward Bane may be a compensatory tic, due to his envy over Bane's impressive stature. CIA must make it abundantly clear that the rod of power lies in his hands, and by mocking Bane he is internally assured that he is in charge.

Perhaps he never was in charge at all.
