It doesn't. You get glimpses of what could be a better story in other episodes but it's all pushed to the side.

It's Daredevil vs. Punisher for the first 4 episodes. The focus is all on Punisher. Then Foggy vs. Punisher for the next 4 and then Karen loves Punisher for the final episodes. These take a back seat and Matt/Daredevil is rarely involved with Frank after the first 4. He just fucks off after that.
