Stylistically it is, but in subtle ways. Eggers said he studied The Shining exhaustively as a blueprint to understand horror film-making techniques. In one interview I believe he said something (when speaking about his own film) like, "it reeks of The Shining".

No it very wasn't.
It would be Shining tier if things which were terrifying and unexplained happened dramatically for no seemingly no reason.
Like those native indians from the split second we saw at the start, if Thomasin inexplicably saw a horrible vision of them slaughtering the two white goats. That'd be pretty Shining tier. There was also a cut scene where Black Phillip mounts and mates with one of those goats too. I think a scene of Jonas watching that would be pretty fucked up.
The Shining is really the only film that the Witch can be compared to.

I too don't see the similarities, and I find Grandrieux's Un Lac (proper patrician shit) to be the closest film in substance to this one; it also has a similar atmosphere.

I disagree with the idea that the artist holds sole control over the artwork. Woody Allen thought Manhattan was awful and pleaded with the studio not to release it, even offering to do a movie for free for them if they'd shelve it. I, and many others, think Manhattan is Allen's best movie. Does this make us wrong?
Sometimes the artist doesn't always see the same things as their audience. I didn't say I know better than him in this case, I just said I disagree with his statement. An artist isn't always going to be correct and it's good to challenge them.
