he's a self-made man who freed his country (Latveria) from it's dictator and became one himself
but a better one, under his rule there's peace and he's a also considered a villain but he really isn't
he's like Iron Man and Dr Strange mixed together, he's both good in tech and magic
he has an archenemy of some sort (Richards, Mr Fantastic), who was once his college rivalry

Another thing is that Doom is not outright cruel and sadistic as Red Skull or Bullseye or Norman Osborn. He is ruthless and petty, but he also has his moral code, he does care for his country, he avoids civilian deaths whenever possible and cooperates with his enemies when needed.
