Scarlett has never looked worse in her life than in Winter Soldier, it probably doesn't help that she was VERY pregnant while they were filming, and at least 50% of the scenes with her in it are CGI and/or her stunt double.

The first was good due to them doing a real good job of explain why Steve Rodgers is Captain America and who he is. It also has a great kind of retro feel to it.
Then the third act comes and pew-pew laz0rs and shit which is all kinda "meh" at best.
Fist half to 2/3 is real good though and a strong piece of storytelling for a rather difficult subject. Really this is part of what raises the bar of Marvel movies is they get their characters and do a good job of translating them to a modern audience.
