BB had really high moments of comedy because they were juxtaposed with extremes of tension and drama. The humor is more memorable for the contrast. In BCS there's just not high enough tension/danger/stakes for the contrast to be as strong. Plus the show is bland and boring as fuck, which doesn't help.

in the first EPISODE of breaking bad, walter white goes from being a mild mannered high school teacher, to, half dressed in the desert, TRYING TO SHOOT HIMSELF IN THE HEAD WITH A 9MM - and fortunately he fails, because those sirens were fire engines, not police cars.
there are countless episodes like that, and the episodes that weren't (fly), stood on their own for other reasons.
BSC is about lawyers. It doesn't need guns, explosions and murder, but that doesn't mean nothing should fucking happen. Look at House of Cards: It's all dialogue and very little action per se, but the plot progresses a lot within episode.
