Because not all planets are ruled by the republic. Intergalactic Smuggler only doubts the force. Farm boy on poor area of Tatooine recognized Jedi by saber and warriors only. Imperial general with access to imperial records regards them as religious order. They serve to tell the audience about the Jedi but it also shows the audience that not everyone knew about the Jedi in the same way.

I went in expecting "Glove of Vader"-tier nonsense. This reads like a design document passed from the art department to the prop department however.
Most of the information is entirely useless, but it gives the prop makers an idea of what all the parts do, and how they should look.
Like that bit about the the needles from the helmet going in to give biometric data for the HUD. That tells the prop maker to ensure it's a snug fit around the neck since that's where the needles are supposed to pop out of.
