I already have. It's genuinely a boring film.
After the Hoth battle (which is good, but not that great), it feels like nothing actually interesting happens up until the Luke and Vader fight, which the whole thing builds up to. Even the Yoda stuff isn't all that interesting to be quite honest.
I've heard people say they like it because of "world-building." Honestly, though, there's very little world building in Empire. To take Yoda as an example, we don't learn that much more about the Force through him that we didn't get in Kenobi's short speech. We see, like, two or three Jedi exercises. Nothing terribly interesting or enlightening, just some minor details. So what other world building is there? We learn there's a planet called Hoth and a Cloud City. Oh, and we get a glimpse at the Emperor. That's pretty much it.
Another thing I've heard is character development, but the characters were all really developed in A New Hope. We just sort of see Han and Leia's relationship, which started with flirting in A New Hope, become something more serious. Even then, the development of their relationship is them bickering, Han getting creepy on the ship, and then her saying she loves him when she's about to lose him. If you think about it, Vader is the only character who gets any real development, he's the only one we learn anything new about personality-wise, and even that's mostly hinted at.
The ending to it is total shit as well. It ends on the lamest "to be continued" ever. It was even bigger bullshit if you saw this on its actual release and had to wait years for Jedi (which was also a let-down).
Basically, Empire has a decent beginning and a cool final fight, but a middle that drags and an ending that sucks.

All the decisions are made for Luke in anh, at least when put in the context of being a blockbuster protagonist.

The characters, except for Vader, were developed in A New Hope. If I asked you to describe Luke's personality, you wouldn't say anything about him that we didn't see in A New Hope. Same goes for any of the characters. None of those characters grow beyond their initial characterizations in A New Hope.
The only one who does is Vader, but only because he has so little personality in A New Hope (he's pretty much just a bad guy, but it works for that film).

ANH >= ESB (A New Hope is the only truly flawless standalone Star Wars film)
Then ROTJ > ROTS = TFA
Return of the Jedi is majorly flawed but still has god-tier scenes like jabbas palace and the throne room. Revenge of the sith is a hilarious B-movie that also dares to take on bigger ideas and has fantastic music and designs. TFA gets to be here because it's a competently made movie, but it being such a dissapointing ripoff with plot holes means it can't be higher.
Then finally TPM = AOTC for obvious reasons, both are awful in their own ways, and both have some redeeming scenes (maul, jango). I still think they're fun movies with great music and sound design, or at least better than the studio-tailored uninspired shit we get today.

Tarkin was a decent read. Hate that they named Sheev, but made me appreciate Tarkin as a character, not just because he was Peter Cushing.

No. Not even close. Kylo Ren is no Vader. He hasn't even completed his training yet. Vader is much, much stronger in A New Hope than Kylo Ren was in The Force Awakens.
Keep in mind, Han Solo sneaks up and shoots Vader in A New Hope. Han Solo almost kills Vader (basically, the only reason he doesn't is because Lucas wanted him for the next film).
