Besson had been writing it since he was a teenager, he had been working on it his whole life. He pulled a lot of stuff from Jodorowsky's comics into it (there was some lawsuit actually but I don't think much ever came of it).

Interestingly, after Jodorowsky's Dune collapsed and Alien and other movies subsumed the work that went into it, Jodorowsky put a lot of the ideas into his comics. A lot of things finally did make it on screen in the 5th Element, Jodorowsky said he was happy about that Besson did this at some point. but also called it a betrayal at other times, and did try to sue.

This coupled with not only the somewhat interesting plot, but the amount of effort they put into the set, background, and characters, as well as the fact that the acting wasn't completely terrible.
Any movie that does that, even if it isn't a commercial success will probably become somewhat popular 5-10 years down the line when people who have never heard of it watch it for the first time and are surprised by how good it was for an unknown movie, which will lead them to telling other people about it and so on

Moebius did he storyboards for fifth element. The comic publisher did try to sue, but Moebius being invovled in both fifth element and the incal kind of trashed any lawsuit potential.
