The robots came first in Dark Forces, which were robots that were made to wipe out the Rebels, and were involved in the initial EU version of stealing the Death Star plans.
Battlefront then tried to retcon this into them being humans initially, or aged clones or whatever.
It doesn't matter in the end, they'll be white supremacists in the movie anyways.

Humans make up most of the galaxy compared to other species. Elitism is bound to set in when you're dealing with a majority. It would also require resources to mold unique uniforms to fit a species that might differ in shape to a human. You could make a case for very humanoid species like the Chiss though.
