Yes. Female stormtroopers have been in the very earliest EU material (from before the EU really was a thing), like the comics that came out in '78. Interviews with Lucas, and all the Star Wars info books also mentioned them. For what it's worth, most of that stuff has been retconned, but in the real world, the notion of female Stormtroopers being a thing isn't new. The movies just never featured them prominently before Phasma. Like with the pic in the OP it used to be that you just didn't notice them becaus they were wearing armor.
