It's a painful deconstruction of the whole premise of the show. It's like "sudden Game of Thrones", and there's no redemption or anything there.
People say the Skinner episode was when Simpsons jumped the shark, but this episode is the stand-out contravention of what made the show great in my eyes.

I hate it more every time its talked about. Not just for explaining the joke of the entire show, but the incredibly cynical take on Homer and the series as a whole. I'm shocked that Swartzwelder wrote it of all people

Why is there such a contrast in people's views of the episode. I hear people say it's one of the best episodes in the series but I also hear people say it's one of the worst as it starts the decline of the series.

Might remember it wrong, but I thought Grimes was overall pretty friendly and a capable person but he just lost his marbles due to seeing someone as incompetent as Homer, beloved by everyone and wealthy as shit, do better than he ever will/would.
As for me, I liked the episode a lot, but its where Homer plainly became a fully incapable monkey.
This episode represents the turning point not as the begging of the end but the end of the beginning. As a premise for a single show, the rejection and deconstruction of the show's premise was intellectually and as a viewer a respectable artistic direction to take. The fact that many if not all subsequent episodes adopted a similar interpretation of the characters and cultural nuances of their environment is what makes it truly tragic for the series.
